The Romanian health care system is a social health insurance system that has remained highly centralized despite recent efforts to decentralize some regulatory functions. The state finances primary, secondary and tertiary healthcare. Public health campaigns are independently financed by the Government of Romania. The Ministry of Health of Romania manages and supervises the public healthcare sector.
The health care system is transitioning from centralism to local autonomy, privatization and competition by increasing the role of local authorities, professional associations, funding institutions, communities. Thus, the reform of recent years has tried to fundamentally change the health system in order to uniquely rebuild the legislative and organizational framework and to diversify the mechanisms for generating financial resources, in the same time with the transition of gravity center of health services to outpatient care.
North East Region is one of the eight development regions in Romania, which do not actually have an administrative status. The regions constitute the frame of development, implementation and evaluation of regional development policies and related European funds. The North-East Regional Development Agency (RDA0 is a generator of economic and social development, the only regional independent body that manages national and European public funds for regional development. North East RDA designed Smart specialization strategy, coordinating its elaboration together with local, public and private actors: companies, universities, research and development centers, public administrations and civil society.
Health is one of the smart specialization sectors and North East RDA supports the innovative health projects promoters to identify the most suitable partners and to attract resources necessary for the implementation.
The North East Region is composed by 6 counties (Bacău, Botoșani, Iași, Neamț, Suceava and Vaslui) and has a number of 9.117 medical units, representing 14.8% from the total national number. Iasi is the regional medical and university center, headquarters of the University of Medicine and Pharmacy, University Hospital, research centers and medical clusters – North East Regional Innovative Cluster for Structural and Molecular Imaging (Imago-Mol), the only medical imaging cluster in Romania and European Union, and also BioRone, biotechnologies cluster.
